The Commission produced four reports following extensive consultation with stakeholders.

The first report was published on 29 October 2013 and was primarily a critique of Part 2 of the Lobbying Bill. It made the case that the Bill was so flawed that the bill process should be suspended to allow time for further consultation and evidence gathering to inform changes to the draft legislation. The House of Lords agreed and the processes was halted for nearly 6 weeks delaying Lords Committee stage.

The second report, published on 10 December 2013, made recommendations about changes needed to the Lobbying Bill to defend freedom of speech and association. Several of the recommendations were adopted by Government, others were voted for as amendments to the Bill passed by the House of Lords but were overturned in the House of Commons.

The third report sets out evidence of the impact of the Lobbying Act on non-party campaigning ahead of the start of the regulated period on 19 September 2014.

The fourth report captures evidence of the impact of the new law on charities and campaign groups during the regulatory period. It makes recommendations for urgent law and guidance changes before the 2016 Devolved administration elections.
